Asian champions league semi final.
Can this be reviewed?
Isn't restart on the whistle? Did referee signal for restart? (EDIT: there was a whistle blown just before the restart) If yes, why? If no why didnt he ask for it to be taken again immediately?

I'm also mystified by the basis for VAR review and the basis for taking away the goal. An opponent improperly on the field wouldn't be a basis for taking back the goal. And the ref would certainly know if he had blown to give permission to restart. Is this simply an "oh #$##" from the R who feels like he unfairly disadvantaged the Blue team as he lost track and didn't realize Blue hadn't finished the sub and wasn't read and therefore felt the goal was unfair?
 
I think the referee dug himself a hole there. He was frustrated with the time the substitution was taking and I think that is what made him blow early. I can admit I have done that before (when I think they use it to waste time deliberately) but not before the substitution is completed. The opponents took full advantage of it and took the ball to the flank where the substitute was meant to go but hadn't have time to. The referee didn't think his attempt to 'punish' the blue team will result in a goal for the red team. I don't think he is going to get any game of that level anytime soon.

In terms of VAR, it is very murky. Restarts are not part of reviewable issues for now. But one can argue the ball can be deemed not in play. The laws require the sub to enter the field after the referee signal and at a stoppage in play. Given the referee had given signal for sub to enter and the sub had not entered yet, we can say the ball not in play. On the other hand the referee signalled for play to restart and the restart procedure was correct. It's a big pile of cow dung mess. I have a feeling we may get a replay of the game.

On a sidenote the behaviour of the players was appalling, the mobbing of the referee and pushing him.
