Not sure your point. By Law, the GK is getting more time with the change than the current Law. The old (current) Law wasn’t called because the punishment was too harsh (and a mess to manage).
My point is, on the subject of ultimatums, the new GK release stipulation is a new ultimatum replacing a failed ultimatum
I don't honestly know if the new ultimatum will make the world a better place, but I sense that it's risky and could backfire in some way
Naturally, there's a significant potential benefit in drawing attention to GK's failing to release the ball in a timely manner. However, like any ultimatum (which is why it's relevant to this topic), it may only serve to heighten controversy and draw even more attention to the officials if the dynamics result in unforeseen consequences (which usually happens in football)

Getting off the subject to some extent, but if reducing the tariff on sanctions is a means to having the balls to apply Law, they should get rid of the Sin Bin for dissent instead of using the Sin Bin stats to falsely portray a game in which dissent is on the decline. It's not declining, penalizing dissent is less effective because the stakes are too high, for both player and referee. Perhaps this is because we've missed the opportunity to clamp down on dissent as intended by Sin Bin because some of us can't use the Sin Bin unless we apply 'Stadium Rules' by which a player can say 'anything' they like to us but we can't react unless everyone in the Stadium is aware of what got said. The culture of football is such that the refereeing community never has the courage of their convictions (or ultimatums). The players always win in the end leaving us with egg on our collective face

"Just so that it is clear, you are now getting close to my tolerance. Be careful you don't step over it."

Or words to that effect.
To drag the thread back on topic - this is the framework I use. "I'm starting to notice a pattern of fouls player, try and avoid giving me a decision to make".
