Tracksuit trousers

Law 4 specifically states that GKs are allowed to wear tracksuit trousers. Does this mean that outfield players cannot?

I'm thinking about joggers etc as opposed to underlayer/tights etc.

We make exceptions for mini soccer for safety commonsense reasons, but otherwise "No trackies"
