Time wasting

Hi
Last Saturday in an u16 JPL match I had a rather strange time wasting incident.
It was a defending team throughin about 4 m from their goal line.
The attacking player took the ball and started dribbling around on the pitch. I asked him to stop and pass the ball. He didn’t I asked him again still didn’t stop so I started walking over he left the ball and ran back towards his half.

context
There had been no descent, or time wasting the score was 2-1 and there was 1 minute left. I had also nearly called a foul in the game. Certainly nothing dirty. It was gonna be there first win if the score stayed the same.

What I did was have a quick chat and said look boys don’t ruin the game now it’s been a really good game. And added in time for the incident.

options
Dissent? Cause he ignored me twice.
Time wasting
Could i have given a free kick? I nearly did but wasn’t sure.
I didn’t want to card the lad at this point.

Straight afterwards literally 2 toinches on. I give a foul which resulted in a goal final score 3-1

Any thoughts

Initially, I had difficulty reading the opening sentences, then realised it was a throw in to the defending team.
An attacker then chose to delay the restart despite you asking/telling him not to do so.
Irrespective of the amount of time left, and the score (although it is not clear whether the attacker's team was winning or losing) this should have resulted in a caution for delaying the restart of play, in my opinion. Failure to do so makes it less likely that the player will be a nuisance for next week's referee.

If the ball is already out of play you can't give a free kick for time wasting. The only punishment is a yellow card and the restart doesn't change.

Dissent is generally when they (strongly) disagree with your decision, which is not what he did.

I pretty much exclusively do youth football now - inability to go for L5 (new criteria of mentoring in addition to matches in the middle and on the line meant I really couldn't dedicate the time) and otherwise stuck with Sunday league (or Saturday afternoon equivalent) round my way, which I got sick of.

I understand the desire not to card in youth games when it's been played in good spirits but you need to be able to justify it under the LoTG and ultimately there are things that need dealing with. This definitely feels like one of them, as it's clearly delaying the restart of play.

I had a very similar incident on Sunday in a very pleasant U16 game (just one YC for a reckless/SPA challenge). Similar to you, there was about a minute left, the attackers team was winning 4-1 and when he started to dribble the ball away from the defensive free kick spot I told him to leave the ball and he immediately back-heeled it back to the spot of the foul. As he'd adhered to the warning I was satisfied he hadn't really delayed the restart of play and I could justify not cautioning him. The difference for me between my game and yours is that the warning worked in one and not in the other.

Also, as the ball isn't in play there can be no free kick for DRP - just the caution for the player, the time added on and restarting with the throw-in.

Thanks
So I restarted correctly but maybe should have given a yellow.

Yes the player was on the winning side though doesn’t really make a difference.

All I would say is had it been a defensive player wasting his own team’s time when losing, rather than treating it immediately as delaying the restart of play, you could use this year’s law change requiring a 5 second countdown instead and if they’ve not taken the thrown in reverse it.

Yes and no. Yes, technically it is delaying the restart and the player can be cautioned, regardless of whether his team benefits or not. If the player on the losing side is doing the delay, he’s hurting his own team, so it isn’t going to ramp up the tension of the game. A simple comment that the clock is running can be enough to end the nonsense as the plauer’s teammates will quickly be on him. But when it is the winning team, that behavior can wind the game up and result in someone doing something stupid. At U16 I wouldn’t hesitate for a second to caution the player the first time he ignored me, and I would have been pretty strong in that first request. He knew exactly what he was doing.
