Why is the penalty area any different from the rest of the field of play? Granted, the decision is more important but doesn't that mean that it should be based less on the popularity of the decision and more on what you, the referee, have seen?
We were told by a level 3 ref about no Surprises but personally if I seen a pen/FK I'm going to give it unless the player plays on AND has clear advantage. Otherwise ill blow up for it.
I suspect that if you're doing your job right, than what you've seen will be clear to you and will not be a surprise to anyone -- least of whom, the perpetrator.
