Can a league ref secretary (the person that appoint ref to games) request a copy of my report to CFA?

Do I have any obligation to provide?

This is in relation to the abandoned game last Sunday.

I did ask for a copy of the manager complaint/report in exchange, but so far nothing.

They can ask, but there isn't really anything they can do with it as they are powerless until the CFA have completed their proceedings.

I think the report belongs to the county fa and so the request should go via them.

I asked the question to CFA a few years ago in that can referees share details of a misconduct report with the competition and the answer was yes as long as they don't take action off the back of it. Personally as a league official I wouldn't bother asking as I'd know there's nothing I can do with it.
 
Thanks guys, I thought so, hypothetically can I refuse to provide a copy to the completion ref sec?

I have raised 2 extraordinary reports that I thought were somewhat serious. Both times I sent a copy to the referee sec for their situational awareness. As it is their league and I think it will assist them in supporting myself, referees and the game. But both times, I have been confident my reports were objective. So I think that is justification enough.

It won't be an issue for due process etc, as the team you raised it against will get a copy of it from the local county. So I wouldn't worry about that. If you ask, you'll get a copy of their counter statement from the local FA closer to any appeal, should they choose to launch one.

I very much doubt they will have written their appeal to league sec. So the ref sec probably won't have a copy of anything. They might have some informal emails calling you every name under the sun. But you don't want to be seeing that rubbish.

So personally as a sign of good faith and the continuation of a healthy relationship I would send it.
 
I assume that the league are asking for the report as they will want to know exactly why the match was abandoned, without relying on the word of either team involved. As @RustyRef has said, the league can't deal with the abandonment until the County FA have, but at least they would be able to start preparing the paperwork for the next league management committee meeting.

Not likely. There often seems to be a misunderstanding amongst referees regarding their role in misconduct charges and hearings - they think they are there to act as the prosecution; as the referee you are just the CFA's witness in support of the charge. There is zero reason for any correspondence between the CFA and the club to be shared with anyone else, the referee included. The only things you might hear from the CFA for are:
- requests for further information, prior to raising any charges
- confirming availability to attend if the club/individuals deny the charge and ask for a personal hearing
- the result of the case, if you've asked to be told
 
Not sure if this is a dead thread but thought I'd chime in as had this with my EI. The league secretary asked for a copy, as his position and also as a fellow referee. My CFA were against it. but I did provide it. The league in question has been running in some form for over 125 years, and these incidents were few and far between. And from my discussion with him once the FA/CFA had made their decision with conduct they wanted to take their own against the club & player. So this may be why he asked for it as that was the reason I was asked!
