I'm not so sure, that side to side horizontal arm movement looks suspiciously like the signal they use for offside to me.

Because of injury to Rose, we don't see if he has arm raised when fk is taken & we can't see AR in these shots either.

On the balance of probability, I agree your interpretation is probably correct, but you can see why it looks like an offside call!
 
No, he was signalling that Kane had used his arm to turn Luiz around. As soon as he gives it he points for a free kick, which you wouldn't do for offside, and he never raises his arm to indicate an offside free kick.
