Spray v quick FK

In Manchester City v Sevilla: ref gave FK to Sevilla and had spray in hand ready to mark the spot for the kick when Sevilla took it quickly. Is there a rule? Isn't getting the spray out the equivalent of holding up the whistle to indicate it's a "ceremonial" FK?

I think its a bit wrong for the other team as they aren't expecting it

Sounds like poor mechanics. The referee shouldn't be starting to prepare to spray unless it's going to be ceremonial.
