The ‘standard’ is that U13 Girls play 35 minutes e/w, 11-a-side, with a size 4 ball. Repeat substitutes are allowed and unlimited, and done in accordance with Law (play is stopped and you’ve given permission). Everything else “normal” for full-size football.
Different competitions (cups / jpl) may have relevant competition rules including a ‘Parity Play’ rule. Who appointed you? Ask them to confirm![]()

As Hull is not quite Texas, your local rules don't really help the OP (or anyone outside Texas) and we don't have penalty cards in England.Pretty much every aspect of the LotG game except for:
Substitutions: Younger leagues may have different rules for subs to promote youth playing time
Field size
Ball size: In my league, U6-8 size 3, U9-12 size 4, U13+ size 5
Penalty cards
These are the most common youth game changes. Check your league or FA or assosiation for the most accurate rules for youth specific games
