The best approach is to actively referee as much as possible. Complete the online FA workshops for referees and apply for promotion to Level 6. This could potentially lead to an invitation to join CORE for the next season.

Like many things, it depends where you are based. Some CFAs partner with professional clubs to provide refereeing services at their academies. The clubs benefit as they get referees, referees benefit as they get games in a safe environment with referee coaches there to help them. Your RDO will need to tell you if this is available in your county. I know that in London we have had this at Arsenal, Leyton Orient, Millwall and AFC Wimbledon, but can't comment for other counties.

Complete the referee course.
Decide which league(s) to officiate on.
Ask your County FA Referee Development Officer about Academies in your area.
Ensure that your administration is first class.
Join a local Referees Association.
Apply for promotion once you meet the criteria (details on The FA website, and probably on your local County FA website)

There is the CORE (Centre of refereeing excellence) program.
As a level 7 (and also same for 6 and 5) You have to be identified as having potential by your county FA and nominated to the FA to join.

There are strict entry and retention criteria

Fitness test: 7-5 have to pass the L3 test and 4-3 pass the same test as a PL AR and Step2 and step refs.
LotG: pass a law exam
Clip analysis: another test

So it's not easy to get into.

You are invited if you are a level 4 referee and finish in a high position within your merit table.

This has got me wondering, as a L5 who was nominated and got on does that mean I got a more 'straightforward' invitation compared to say a L4 who had an excellent season?

The entry requirements yes. To actually get the invite no.
It can't be expected that a new, promising, level 7 is going to be as fit, have the same law knowledge, or experience so naturally the expectations of a level 4 referee is higher.
