A player was cautioned for reckless behavior committed while the ball was out of play, which resulted in an opponent being injured.
Is the injured player allowed to remain on the field of play when play is restarted?
As a result, he was not required to leave the field

I'd just use better terminology to describe the behavior. 'Reckless' is usually used for one of the DFK offences. Given ball is out of play this cant be punished with a DFK. 'Aggressive' is probably a better term to use and caution is for unsporting behavior.

Another thing to consider is if it resulted in the opponent's injury, was it violent conduct? Especially since the ball was out of play. Just some food for thought.
 
From the OP, I was envisioning a late, reckless tackle after the ball war over a line, perhaps on a shot or at the touchline. I suppose that would technically be miscellaneous USB, as it was not a DFK offense.
