Question about extra sub- extra time

Scenario:

In 90 mins, a team makes 4 subs over 3 different substitution opportunities. Competition rules state that

  • Extra Time Allowance: If a match goes to extra time, each team gets one extra substitute (a sixth in total) and an additional substitution opportunity. [1, 2]
  • Unused Substitutes: Any unused substitutes and opportunities remaining from normal time carry over into extra time
The team then makes a double substitute in extra time outwith a substitution opportunity is this allowed? The team had already used up their allocation during the 90 mins, so my understanding would be that they would be allowed 1 extra sub, or is 2 subs in extra time in the one window actually allowed?

The unused sub (assuming 5 subs allowed during normal time) carries over in to extra time they then get an additional sub, and one substitution window plus the opportunities at full time and half-time in ET, for extra time.

So yes they can make a double substitution during extra time.
 
From your descrition the team has made a total of 6 substitutes over 4 opportunity and is within the rule.

Whilst supporting the view that 6 substitutes should be permitted when extra time occurs, the competition rule could be read as five must be in the 90 minutes, then one additional in extra time.
