Promotion season vs Football season

Something that occurred to me over the weekend... Why does the promotion season not run at the same time as the league season?

To allow time for the referees marks to be collected and analysed. It takes a couple of months for all the higher level changes to be made, so if they doing the fitness tests in early summer, the marking season must end earlier.......

Otherwise, higher grade referees would not know what leagues they could be on until the start of the next season....

And the FA takes 4 weeks holiday in June / July, as you will find out if you ever try and contact them.

Thanks @lincs22 I was certain that there was some logic behind it. That 4 week holiday in June/July provides an explanation to our terrible World Cup performances!!
