Player in offside plays ball just after crossing the touchline

Imagine the following scenario:

The ball is passed towards winger A, who is offside. Without interfering with any opponent or touching the ball, he runs towards the ball, but does not touch it before the entire ball has just crossed the touchline.

What is the correct decision?

umm throw in? you might find if its far side to your AR though he may well have flagged for the offside before the ball crossed the line as from that angle it looks as though he's attempting to get to the ball... in which case i'd go with offside
 
Throw in. He hasn't met any of this criteria (in my opinion):

He hasn't:
  • Played or touched the ball
  • Interfered with an opponent by:
    • Preventing an opponent from playing the ball by obstructing his line of vision
    • Challenged an opponent
    • attempted to play a ball that impacts his opponent
    • Made a gesture or action that has clearly impacted the ability of an opponent to play the ball.
    • Been saved or deflected.
