The "whether or not the player is distracted" has to be visually evident from their reaction or actions for me.

Although it's always going to be difficult if a player claims to have been distracted - who are we (as the ref) to say "No, you weren't". (?) :shifty:

I'm with @Russell Jones simple summation on this in that the penalty was executed correctly and scored therefore no discernible distraction occurred. ;) :cool:
 
If it's the first such "offence" in the game, I think football expects goal and a stern talking to for the GK. Everyone on the field and in the stands should be clear that you are communicating to the GK that attempting to verbally distract is an offence and not acceptable.
