Although it's a free kick rather than a penalty (which is the subject of this thread), the Ernie Hunt "donkey kick" started a chain of "legal"/"illegal" claims, to the extent that IFAB have included the advice in Law 13: "A free kick can be taken by lifting the ball with a foot or both feet simultaneously"
