It looks like a pen to me.
The short is rubbish and is horribly snipped/cropped. Only other option would be play on as the keeper was always winning that ball.
But considering the defender is seen throwing himself through the air to stop an attacker that has no chance of winning the ball, penalty is justified. Silly games, silly prizes.
