As a start point (including mention of fines) there is a Code of Conduct in place - from The FA but copied to most CFA websites.
Many youth football clubs in my local area require parents to accept., sign, and abide by the Code.

I haven’t seen the code of conduct, but it should be mandatory to sign it if you want your child to play in any league.
