I'm not quite sure why there's so much debate on this as regards the use of VAR.The VAR protocol is quite clear and unequivocal on this issue:
Encroachment can only be reviewed if:
• an attacker who encroached scores or is directly involved in a goal being scored
• a defender who encroached prevents an attacker playing or being able to play the ball in a situation where a goal might be scored

(to add to @onthebrink 's reasoning) This in fact is the problem. Law 14 already favoured the attacking side but VAR makes that even worse. Point two in the quote is a retake as per Law 14 without VAR checking for attacker encroachment.

Point 1 however, if attackers encroach and score, then VAR ALSO checks for defender encroachment even if they have not involved in play or have any impact. If there is defender encroachment then it becomes a retake. This makes it extremely rare for an attacker encroachment not to result in a retake.

In other words, attackers have very little to lose from a VAR intervention if they encroached but defenders have a lot to lose if they encroached.
