what happens if a team does not have a club assistant for example an open game of football and the team has 9 players and no one is going to run the line what would the ref do apart from reporting it after the gsme

If there is nobody from a team available to be CAR, you just do without and do ball in and out yourself on that side. I would be warning the teams, especially the team not providing a CAR, that my tolerance to nonsene about ball in and out of play would be nil.
If you can get two CARs from one side, that can work. Of course they only do ball in and out of play, no offsides at all.
