The issue of when a ball deflects off the leg onto the hand relates to the skill level and how easy the ball was to control. Given that DHB really translates to 'carelessly handles the ball' (as opposed to the colloquial definition of 'deliberate'), I think a foul here is the correct call. The law isn't really clear on when it's the player's own lack of control, but given the skill level especially, there was no reason for the handling to really occur.
I think the correct decision was made though.
@one - I agree that it should be unnecessary for that defender, but it's probably smart playing too. If his arms were down by the side and it struck his arms, a lot of referees would penalise that.

While I agree about how largely it's misapplied, and agree 100% on his point that if a goal is scored from accidental handling it's still a goal, I would have liked to see some discusison on what DHB is, rather than just what it's not. They Neymar example is very different to the example he provided.[/QUOTE]

@CapnBloodbeard Yes I know what the defenders do it, not taking a chance. Its just unfortunate that determining deliberate handball is such a grey area of the LOTG and there is so much inconsistency around.
 
He's straining to reach the ball, so has made sure he's got something on it. Wouldn't be the first player to try and get an advantage that way. Perfectly understandable call.

Howard Webb has a very interesting tale regarding the AAR and their role. It concerns the Croatia vs. Italy in Euro 2012 and Webb was about to award Croatia a penalty for a foul on Jelavic by Chiellini but his AAR (Mark Clattenburg) told him the initial foul was committed by Jelavic moments before Webb saw the Chiellini offence. He awarded the DFK to Italy, the game finished 1-1 and Slaven Bilic was not a happy man. Video evidence proved Clattenburg to be correct and Webb is convinced these guys are of value to a referee.

I'd say the problem is the Referee and the AAR (who is also a referee as opposed to being a 'specialist' AR) only communicate verbally and the signals are not generally seen or heard. Their duties are highlighted on P57 of LOTG (2013/14 version).
