Cuenca is spoken to by official for setting up to take a free kick, taking his time and then leaving it to the keeper.
Ref blows up to stop the game even more and just speaks to him along with the captain.

Surely if you're saying he is delaying by doing that action, then caution. All he has done is wasted another minute or so chatting.

Key question: did he add any time? That is one of my great pet peeves--some refs, even when they caution for DR, don't add any time. No wonder players keep delaying. (I think "I'm adding the time on, let's get on with it" does more to stop delays than cards do.)

6 have been added. But in the 30 odd minutes ive watched has had a few injury hold ups and 7 subs over 4 separate "windows".
Cant honestly tell if he has added any of that particular incident, but i agree, its one of my pet peeves too. Just caution. Dont care if its in the 5th minute. Why do most referees wait until the 88th minute to caution? They've got away with it for the whole game. An earlier caution would speed the rest of their set pieces up or, at the very least, see players sent off for continuing to be stupid.
 
Yeah, hard to know what is added when it's in regular time; I really, really hate seeing the caution in added time for delay and it still ends on the stroke of the originally stated time. Proves nothing was added for it. And, of course, players aren't entirely stupid--they know if it isn't being added then, it probably isn't being added earlier, so why not delay away?
 
It was bad timing, Fulham had taken it before Darren England got involved so in getting involved he further delayed the restart by at least a minute. It would have been better to let play continue and then warn them at the next break.
