Let’s say Player A is on the same team as player B against Player C, if Player A is about to pass a ball in the air over to Player B who is offside but Player C has jumped into the air and kicked it out for a throw in, should the ref call the offside or is it a throw in for Player A and B instead?

As player B has not become actively involved, restart with the throw in.

In the back of the LOTG there are some helpful diagrams. This is the one that best fits the OP. As you can see it is not an offside offence.
 
It all depend if player B in offside position has interfered with player C who kicked the ball out. This is not clear from the OP. 'interfered' is defined in lotg.

If there was no interference then it's a throw in.
If there was interference then it's an IFK for offside.
