IFAB does have a habit of release guidance that need to be law, and release clarifications which are clearly law changes.I agree with large parts of that, but then it mentions the goalkeeper having clear possession and a definition of that. If that’s how they want it done, they need to put that into law, rather than ‘guidance’.
Guidance is when you start to get issues and inconsistencies.
Also the explanations given at the back of the book for a law change often cover critical parts of the law change and should be in the actual law itself, but they are there for one year and disappear after that.
