I agree with large parts of that, but then it mentions the goalkeeper having clear possession and a definition of that. If that’s how they want it done, they need to put that into law, rather than ‘guidance’.

Guidance is when you start to get issues and inconsistencies.
IFAB does have a habit of release guidance that need to be law, and release clarifications which are clearly law changes.

Also the explanations given at the back of the book for a law change often cover critical parts of the law change and should be in the actual law itself, but they are there for one year and disappear after that.

My issue with this is that if I observe a grassroots referee, I expect them to know law. But I don’t necessarily expect them to know the clarifications- I certainly didn’t until L4.

Whilst some clarifications are minor, I feel this is a fairly big one. And one that easily could have been put into that law. They are in essence saying there is a difference between the goalkeeper having control and having control in regards to when you should start the count. That needs to be specific in law. Not at the back of the book that not too many will read.

I've been saying this for a long time about the law change section and how the absence of context or application can be lost in future publications.

I think this one is reasonably common sense and alludes to my position since the change came in. That said not everyone has common sense and there will be misapplication due to the way in which this has been written and communicated.
 
Just change the law to what I suggested years ago. Once the game is stopped and the restart is to be a dropped ball to the GK, just give the ball to the GK. At the restart, GK has 8 seconds to release the ball.

Having the referee drop the ball to the GK (or another player anywhere else) is pointless. Drop the dropped ball.
