Obviously we wouldn’t expect the officials to get “busy” in this instance. But a (small) loophole in the new law nonetheless.

Did the referee tell the goalkeeper to leave the field from the nearest point?
 
I know that, Russell, but if the goalkeeper was slowing things the referee should insist on the use of the nearest point (I haven't seen the incident, so not sure how it unfolded)

Was the substitution tactical?
 
Aren't we missing the point being made? It's not about the refereeing. It's about a loophole/contradiction in the laws.
No. I liked the post to acknowledge the loophole..I'm interested in whether it was missed here or there was something else at play.

In the context of this match and this substitution, I completely back the lack of action from the officials. But worth bearing in mind that, unlike the amendments to the throw in and corner kick restarts, the substitution change does not explicitly give officials much leeway in choosing when / how to apply the new law.

The change was made to allow the sub goalkeeper to participate at a joint-record 6th World Cup

Just make a nominated player go off if they make the change too slowly.
They can bring it in as a law change for the knock-out stages.
