Weird, but as I believe that is exactly what the Laws require if the Ref concludes the full time in the first half was not played. I believe anything else--at least technically--would be a basis for a protest.
 
It could work depending on if there is a mandate by the comp rules for a minimum hlaf time break.

I'll be interested to know how 30 seconds short first half happened and how was it discovered.
