Is this a lotg blunder or am I missing something (or seeing something that is not there. Law 13

No blunder here.
1. Opponents must be 9.15m away from free kicks, unless IDFK in penalty area where either 9.15 OR on goal line between the posts.
2. Is probably easier to put names to teams, I'll use Red v Blue. What this is saying is that Red (opponents of offending team) have a free kick in their penalty area, Blue (opponents of team taking free kick) must be outside of the penalty area.

Think its just the wording here that makes it look confusing.

If the free kick is in 'the opponet's' penalty area, then 'the opponents' need to remain outside the penalty area. Then who is going to take the free kick?

The blonder Is in the wording. This is what it says word for word

"Until the ball is in play, all opponents must remain outside the penalty area for free kicks inside the opponents’ penalty area"

The double use of the word 'opponents' could be deemed to have like a double negative effect, but if you're expecting perfection in wording, you're reading the wrong book

I don't expect perfection, I expect common sense in the book. But again, law 18 was never added to the book, literally or figuratively .

You're completely right that it's badly written and ultimately self-contradictory.

You might want to send it in to the IFAB for them to consider rewriting this section.

But I agree this is worse than most—even though the meaning is obvious despite the poor writing
