Firstly you need to complete the online Laws of the Game tuition and exam; see the FA website for the link. That is followed by a short course in your county, run by the County FA, the cost of which will be on their website.
You will also need to complete the appropriate Child Protection requirements, which vary depending on your age.
Once you have completed the online course successfully you can contact your County FA Referee Development Officer by phone or e-mail . . . details on their website . . . to register on a course.
