It appears that despite what the LOTG say, it is anything but the referee's decision whether the game is restarted after a period of suspension. The ref appears to have decided to restart it after OL said they had arrested the culprit. Then OM reacted in fury and the LFP released a statement criticising the restart decision. The ref then abandoned it altogether. It appears the ref has all control removed
