League ask clubs to complete allocated ref match return "as if" they are the ref.

Youth match return sent to league per normal. Notice of cautions dismisal and extraordinary report (just creation applied to club no details). Nothing out of ordinary. Then get copied in league have asked each team to complete a refs match return 'AS IF' they were the ref. Also request ref marks.

Why?

Disrespectful and undermining, not just to ref but county FA as its surely their role to out-sort differences etc. Ref marks no issue thats normal.

I think you're probably overthinking it. As you say, ref marks will always be a thing, whether they have any weighting or not. With regards to them reporting things like cautions etc, it's probably just a way of confirming that no mistake have been made in the reporting process. If there is a difference, they may query it with you, but if you tell them you're definitely correct, unless the club had evidence to the contrary I'm quite sure they'd take your word as gospel.
 
Isnt the mistaken identity the role of the county FA? If its sub names spelling etc clubs have their own forms. If its to e.g. provide a mark for home club assist ref why dont the league ask me as ref my own markings? (Yes thats not how it works which is why im wondeeing why would you ask a club their own assistamt ref marks (& that of opposition)) What will they do with that info? Dispute with me? Surely this is undermining? I expect a certain level of trust e.g. if I mark an attitute and sportsmanship low from a club I dont expect that to be challenged. I have enoigh intelligence to know when a clubs attitude is unsporting.

Has it been challenged? I doubt it.
If you've marked them low, then perhaps you would be asked for more information so that they know how to deal with said club, but not because they don't believe you...

It's not done to undermine you, I assure you.
 
Our league is the same. Clubs have to do a report on Full Time within a few hours of the game finishing including the score, players used, any misconduct, referee mark, pitch quality mark, facilities mark, and opposition fair play mark. This is then cross referenced against the referee's report to make sure there are no discrepancies. It isn't to catch anyone out, rather to avoid any unnecessary problems at a later date, sometimes the scores don't match (on some occasions we've had 3 totally different scores from the two clubs and referee), and clubs don't always realise they've had a player cautioned. We use the facilities and pitch marks to look for persistent problems, and the winner of the fair play marks in each division gets their affiliation fees repaid for the following season as an incentive for clubs to make sure their players behave themselves.
 
We have a online system which works the same as well. Records of the game only becomes public once the records from the ref and the two clubs align. This includes score and disciplinary records. And if Subs ared recorded it's included.
