Law Changes Penalty Kick

Obviously this did not happen then or ive completely missed it, seen a lot of talk about the penalty kick being the same laws as kicks from the penalty mark.

Any particular reason that anyone knows.

Having a restart not be a restart would be a radical change to a game that is intended to flow. It would be even dumber than, say, deciding there can only be one person at a dropped ball . . .
Or is it stopping the game for no particular reason and restarting with a goal kick.

Do you mean a reason it was being talked about or a reason it was not adopted? One reason it was being talked about just recently was because some early reports of the decisions taken at the recent IFAB AGM erroneously stated that this change was one of those that had been approved. The IFAB quickly came out with a rebuttal of these reports (it was mentioned in another thread on here already, IIRC).

Edit: Found it - it's post # 93 in the IFAB AGM 133 thread.
