Personally I hold the game up. Normally it's only a matter of seconds.
If I'm honest I do it for OA as well. 9/10 they say thanks ref once day.
If it's gone out for a throw in I give a quick blow tell the throw to hang on put to the player and then blow it again to re start play.
Why make life difficult for yourself - it's hard enough at times.
You never know you might need that player to help calm a situation down.
Also what if that player continues and his bolt cones flying off and hits someone - all because you didn't stop play for 20seconds.
I'll always delay the restart, it only takes a few seconds and most of the time, the players appreciate it! Added to that, waiting a few seconds is safer than somebody running round with untied laces!
When I've done up to U12 I have held the restart (i.e. throw-in, goal kick etc). U12 and above (including OA) I just tell them to get on with it. It's very rare that OA will call for a stoppage for laces, but when it happens I just tell them to get on with it. The only time I have stopped it is when the goalkeeper needs to tie their laces up (gloves etc). The laces form part of the players' equipment and it is their responsibility to ensure that it is in order. I have yet to stop and tie my laces during a game as I ensure they are not going to come undone.
I let them tie there laces but only at stoppages and I add the time on I just use bit common sence as I read on when tealeaf mentioned he cautioned someone for dissent then had to send someone off for it later in match why make a rod for own back when you just wait for stoppage in play then add on time
