Jostling, shirt pulling etc at Corners & FKs

Is there a reason why we see referees only having words with players in the box when they're shirt pulling, grabbing and pretty much wrestling with each other. Surely a yellow card and changing a FK or corner into a penalty if it's the defending team transgressing would sort it out?

I do it, just to make the players aware that im watching and can see whats going on.
 
Correct me if I'm wrong a referee normally "has a word" before the corner kick. Therefore the ball is not in play so it can't be a DFK or a PK.
 
was gonna say Dave, that was my understanding of it. i always warn though if i see it and the ball is in play your going to either conceded a penalty or give away a free kick!! seems to work enough but it also means you have to back it up sometimes!
