IFAB Law Changes for 2025/26

OK I hadn't noticed that. I doubt anything is being put into Law and this will only be based on the harshest possible interpretation of persistent offences. As a mere mortal not subject to PL directives I think warning at the second, caution at the third is sufficient and can't be argued with.

But why caution at all? The GK is doing a favor for the other team?

But this is very theoretical, as not even GKs are that stupid.

Persistent offences I imagine, if there's supposed to be 2 occurences. I'd tend to agree its unlikely to happen more than once.

What caution code is used for the caution given to a goalkeeper for a second offence during KFTPM? Wouldn't it be the same?

If the goalkeeper commits an offence and, as a result, the kick is retaken, the goalkeeper is warned for the first offence and cautioned for any subsequent offence(s)

I don't know the answer as I had already retired well before this provision was adopted.

It can't be DRP. My only guess is persistent offending... I have some complications with that but it's the closest I can get for a caution code. Else USB.

I'd imagine it is, but caution code is not part of or a requirement for the laws of the game. Caution code is a footballing/refereeing body invention to facilitate admin work. All the laws of the game have to provision for is if it is a caution or not. For all it cares, it can have a new caution code of its own like Y8/C8. But I imagine most footballing/refereeing bodies will put it under Y1/C1. And those who have a sub code for it, may or may not create a new sub code.

It is simple in futsal. When the GK is ready (upright, ball in hand, ball in playing area) you start the count with hand signal and verbal.

This is how it's done by nearly everybody in practice but in law the count should start as soon as they're in possession

"With respect to the four-second count, a goalkeeper is considered to be in control
of the ball when:
• the ball is between the hands or feet or between the hand or foot and any surface
(e.g. the pitch, own body) or when touching it with any part of the hands, arms or feet;
• holding the ball in an outstretched open hand;
• bouncing it on the pitch or throwing it in the air;
• dribbling the ball either by hand or by foot."

This is a great point.

What futsal expects is that the count begins when the GK stands up.

What football will expect is that the count will start when the ref gets irked!

In a way the 3 seconds of not counting is ine way to deal with the futsal law that is unenforceable as written

I just want to know exactly what fingers and whistle timing we should use!

I'm intending to not use any fingers. I intend to start with my arm straight up in the air and slowly lower it down whilst doing the theme to Countdown!

Initially fusal had this as hand straight up but there were confusions for IFK. Hand up in the air may work for football.
The movement of the hand in and out helps with the accuracy of timing every second and attracting attention.

They aren’t yet allowed, except for the trial leagues. There’s a bit more to it than just sticking a camera on yourself.

Im sure there is but I felt unsupported given it was a public park i would wear it in and i g=have an enhanced DBS and was covering the entire cost of this

Watching the Newcastle v Brentford game this evening, seeing Nick Pope very late on catch the ball at head/shoulder height, unopposed and with ease.. he then, whilst stood up and again not challenged, tries to look for a quick release by scanning the field, his last look was in the direction of the benches and he then just drops to the floor holding the ball in his grasp.
He held it for about 20 seconds plus.
Not saying the bench indicated he slow it down. Or the fans who sounded like they encouraged it (they certainly cheered it when he went down)...
But this is the very reason why the law change was brought in for next season.

Completely needless by Pope to fall down and it wasted more time which helped his team hang on for 3 points.

IFAB issued a full explanation in March, which included guidance that the "Captain's Only" zone is most likely to be used following a major decision or a potential confrontation.

As a former GK this change will suck. Any referee who starts the 8 seconds with me still on the floor after a catch from a shot or a corner, likely with players still stood around me, is going to force me to rush or punish me for not doing so.

The ambiguousness around when the 8 seconds actually starts will just cause frustration no matter how you apply it

The law specifies that, "The referee will decide when the goalkeeper has control of the ball and the eight seconds begin ..."

Pretty sure that's to allow for exactly the kind of scenario you describe.

The law amendment states that, "There is no disciplinary action unless the goalkeeper repeatedly commits the offence."

It doesn't specify exactly what constitutes "repeatedly" but if the PL has decided that it should be for the second occurrence, then I guess that's up to them.

Based on the trials, according to multiple reports there were only four offences in total, in hundreds of games, so it seems unlikely there were ever any repeat offences within the same game.
