Player runs along byline with the ball within the width of box. He steps off the pitch momentary but is tripped whilst he does so. Penalty?

In this situation it has been clarified that the player is actually off the FOP when he is tripped.

Get this: it isn't even a foul. It is, however, potentially misconduct. In order for a foul to occur, it must occur on the field of play.

Are you stopping to administer a caution? If so, it's a dropped ball. You can always wait til the ball leaves the fop or another stoppage occurs naturally and there's your restart.
