High Foot in Penalty Area

Reds are attacking, and the ball is crossed in. Blue defender, for some reason, attempts to clear with a bicycle kick, and makes contact with the ball. Foot doesn't make contact with the red head who went for the ball, but is close.

I awarded an indirect free kick to the Reds in the penalty area, rather than a penalty - Is this right?

If you believe that Blue's actions were a danger to others (or himself) but no contact was made with another player then yes, 100% correct in law. And just ignore the 'how else was I supposed to clear it' comments :)
 
Sounds right to me; no contact - playing in a dangerous manner, idfk, both sides not really understanding what is going on and both complaining that it is either a) not a foul or b) surely a penalty
