Had a slightly amusing incident this weekend -

Corner comes in and a bit of a scramble in the box, all a bit scrappy. The gk throws himself in the ball which he spills but he does (accidentally) get a boot in the face. Before I have time to blow up for a head injury one of the defenders scoops the ball out of play with both hands as he is obviously concerned about the gk.

The gk receives treatment, no damage done. Whilst this is going on it occurs t me that I didn't actually blow my whistle and in theory should be a penalty for handball.

Both teams have retreated and so I restart the game with a freekick to the gk.

Now by the LOTG it should have been a pen or second best a drop ball for the head injury. Neither team queried the restart so no harm done.

What would you have done??

Players made it easy for you! Question should be what would you have done if the players hadn't made an easy decision for you?
 
As above, blow for the head injury. If you've not got a foul - drop ball. If you had decided to stop play at that point, but hadn't actually blown, I believe that this is still the point that play is determined to have been stopped, so your handball didn't actually happen. If you hadn't decided to blow bug were waiting to see, the handball would have stopped play and then the restart would be the penalty. The decision to stop play is the point at which play stops (in your mind), the whistle is the signal to indicate the fact.
