Has anyone had too Award a by for a team that did not want to play a match because of condition of pitch?

Would that not be the decision of whoever runs the competition?

Well me as referee has left it too league I just put what happened

Referee doesn't make that determination - just report the facts to the league.
It wouldn't be a 'bye' anyway - a bye is when the team has no rostered opponent. It'll be a forfeit or replay. Probably a forfeit - but don't ever tell a team that a forfeit will be awarded.

All you can do is report the facts and let the competition organisers take action against the club. Failure to fulfil a fixture usually results in a heavy fine and the game awarded to the non-defaulting team. A repeat of the same offence can see the team fined an even greater amount and threatened with expulsion from a league. A third offence in the same season would almost certainly result in expulsion from a league.
