First view I thought red card, on replay I thought that there wasn't even a foul... He pulls out of the tackle completely.
Ref would give a red and i agree looking at first view however on replay I think it's a harsh call to issue a red
 
Very harsh. Little bit of a lunge, but not out of control - stops well short of the player, no follow through. No actual contact. Given the dive and the play acting I would be thinking simulation. ;)
 
i'll stake my meagre level 7 reputation on the fact that that red card won't be overturned on appeal

The referee submitted, with his report, a note that he'd made an error on this play, and the card was rescinded a day or two ago by the Dutch Federation.
 
It was the actions of the 'fouled' player that initially sold it for me. It even conned his teammates who came in for a push'n'shove with the tackler. As for the worst red card ever, I offer exhibit B. Skip to 5:45. This was 2005, no headsets. The facial expressions tell their own story. Career-killer for the man in the middle.

 
I feel sorry for the ref in that one. Didn't seem to affect him too much though as he still appears to be a football league ref.

As far as I understand it, this was one of those trial matches for a full time PGMO promotion, which went nowhere after this. It was immediately overturned by the FA. We're from the same CFA too.

I still think he came in with excessive force, left the ground and forced the player to take evasive action rather than playing the ball

Def not as bad a decision as you're making out though.
As for the OP.
YC absolute tops from first look (although calling one of the several fouls before this would have saved a lot of bother).
On replay not even a FK (maybe the other way and a YC for simulation)

out of interest, can a premier league, league, supply league, grass roots referee do this in England.... i.e. is it part of the existing protocol at any level?

It's definitely part of the "protocol" here in Canada, and it's usually because extra information has been given to you. In this case, it wasn't made public where the extra information came from, but as the Dutch are using (on a trial basis) a video referee system, I suspect that it was either the video referee or the referee observer/assessor (or both) that discussed the incident with the officiating crew (post-match), thus making them aware of other information from an acceptable source.
 
Referees in the EPL have (not often enough) owned up to mistake having seen them on TV.
Shows some real integrity that more than a few EPL refs are lacking.
 
Since when did contact have to be made for a foul, or a card? To my mind it's reckless - a yellow - but player reaction often makes a difference when you only get one look, and I think that probably influenced the ref
