Open Age fouls off of the field of play

I was at a league one game yesterday and something unusual happened.

Two players (defender and attacker) manged to leave the FOP behind the goal line but well within the penalty area marking.

The ball remains in play as the attacker stopped it. As he attempted to get back on the FOP the defender pulled him back. Ref gave nothing.

If this foul was given would the restart be a penalty or something else?

The answer to your question can be found in law 12:
• If, when the ball is in play:
• a player commits an offence against a match official or an opposing player,
substitute, substituted or sent off player, or team official outside the field
of play or
• a substitute, substituted or sent off player, or team official commits an
offence against, or interferes with, an opposing player or match official
outside the field of play,
play is restarted with a free kick on the boundary line nearest to where the
offence/interference occurred; a penalty kick is awarded if this is a direct free
kick offence within the offender’s penalty area

As JamesL says above, the restart would be a penalty. Good example of this happened a few months ago in MLS (although they had to use VAR to get there):

For what it's worth, prior to this the correct approach would be a DB and a caution.

Although, if you could at any stretch say you thought the foul was on the line, you'd go down that approach.
So even if the referee isn't up to date with the laws, he still had the option of doing something.
