From 4m30. Not really focused on whether or not it was accidental handball.

The Spurs defended kicks Williams in the head.

An argument that one or both players actions were playing in a dangerous manner before the contact.
As it's on the goalline we seem to give far more leeway in that regard.

Newton's Third Law. Every action has an equal and opposite reaction
It would otherwise be a guess as to whether the ball definitely struck Williams hand, however, you can see the reaction when his arm rebounds as a result of action of being struck by the ball
If anyone was playing in a dangerous manner, it was Williams because he's the one whose head reached an altitude solely occupied by feet and knees (which may or may not be attempting to kick the ball!)
