In this incident the players foot got caught on the runup, you can see the turf pop up, which is why I think he stops rather than planning to feint.
Tough to see for the referee.


Referee awards an IDFK, not clear whether he was cautioned although initial body language doesn't look like he's going to caution.

If you're awarding an IDFK it has to be a caution. I think personally as the kick has not been taken he can just re start his run up. Probably need to settle everyone down first.

IMO neither of those those two laws where intended to be applied in this case.

Similarly if he has slipped in that last step and did not touch the ball with his foot, you just restart the process again (it is not a retake).

Isn't the first one a generic catch all to allow the process to start again?

Yes. But it is also a clause to allow the referee caution for something (eg delaying the restart) as well as allow the penalty to be taken. What it means is that a caution does not automatically make an IFK to the other team.
