My thinking is that if walking whilst taking a throw in, one foot will be off the floor during the throwing motion...

Walking does sometimes mean one foot is off on the ground. It's timing surely. Doesn't mean it is a definite foul throw.

I hate the 'walking while throwing' mechanic. Lose-lose for the referee too, really...
