Referees don't control player actions, that's arguably the most bizarre of all the common myths that exist in football.

And even if they did (which they don't), that's a perfectly good pause to see if an advantage appears. He doesn't give it a moment and the player manages to recover and nudge it past the defender, they would have moaned at him for not letting the advantage happen.

And even if the referee's whistle did have magical player stopping powers (which it doesn't) and he would have been correct to ignore the possible advantage (which he wouldn't have been), I still doubt he could have whistled fast enough to stop the foul.

This is the wrong way of thinking about this.

Absolutely! Refs should call every single minor foul and never give players the opportunity to pursue advantage because some knucklehead might do something really stupid if the play continues. Uh, NOT. What @GraemeS said.

(OK, one minor caveat. If a game that is spiraling down then it’s time to throw out the advantage clause and call every foul to break the rhythm of th game and slow it down. But a play out of context doesn’t suggest that. Without compelling context to mean the ref should take air out of the game, I think this was completely appropriate to play advantage, and would have been a big miss if he hadn’t.)
 
Could he have stop play, possibly. Should he have, no.

Hindsight is 20-20. He didn't have a crystal ball. Had the attacker got past the fouling defender, he would have had tons of space to run at the keeper.

Viewed as an isolated incident, no. Playing on here is correct as the player has recovered his balance and could be in, especially as they’re elite level players (or going to be).

In the wider sense, if they’re looking to take one another out, which the act of violence suggests (this being one of those non-challenges for the ball so not SFP) then an earlier call could have been helpful. I’d certainly advocate that in such a scenario.
