The Ref Stop
Contributory leagues are semi pro, though are bottom of the professional game pyramid. teams must have encloses grounds with a covered stand and floodlights (plus other requirements). Officials are level 3 (ref) and 4 (ar).

Supply leagues are the top level of amateur football though some teams do pay their players. Pitches must be surrounded by a fence with dugouts. Officials are 4 (ref) and 5-7 (ar)

Are those referee levels absolute requirements, or just rough guidelines?

AR at supply is probably 5 and below but yes, barring a shortage of available refs (which we had last weekend in the Yorkshire supply leagues which lef to a level 5 refereeing a supply game!)
