If it happened on a goal kick, right now, it's just a retake.

If it happened at any other time, it's an IFK AND a YC.
 
No, let's be very clear. It's only a retake if whoever takes the goal kick (keeper or any other player) flicks it up for someone to head to keeper. If anyone passes it to a second player and this player flicks it up for them self to head to keeper, it is just plain old circumvention and a YC and IFK.

The GK has taken the goal kick as soon as it is kicked and moves - goal kick over. What the player who receives the ball then does is circumvent the Laws by flicking it up in order to head it back to the goalkeeper. Correct decision = IDFK and caution. :)

Rather than circumvention, might be easier to change the TI handling restriction to a restart restriction that says on a team's own restart, the GK cannot handle the ball until touched by an opponent.
