Why don’t clubs get fined if referees don’t have somewhere to changed I’m fed up of being put in store cupboard

A shipping container with an old sofa off ebay and all the old kit in was the highlight for me

It is down to competition rules, if they set out specific requirements and a club doesn't meet them then they do get fined if reported. Have you reported it to the league?
