Just seen the video with ref audio...
The replays show foot on foot but does also show the foot on shin too. They focused so much on where it actually stopped rather than where first contact made.
On field ref even, after VAR confirmed on field decision, asked to be double sure of it as he sees a mark on the shin.
They say its reckless.

Now.. as they specifically state reckless to the OFR, if he'd gone red would they have told him to review? Probably not.

This is the challenge of VAR. The answer I think probably that they wouldn't have recommended a downgrade (obviously we don't know what we don't know).
When the VAR reviews they look at the decision that has been made and determine if that decision is clearly and obviously wrong. This is slightly different to someone else looking at it in isolation and determining what they feel the outcome should be.
You can have 2 decisions on the same challenge and the outcome can be that neither is clearly and obviously wrong. You may feel one or the other was a better outcome but that doesn't make it a clear and obvious error.
I do feel this is a concept that football will always struggle with because we see something and make our own subjective determination and therefore anything after that we perceived as wrong. That is the skill of a VAR to over ride their own biases and take an objective view of a subjective decision.
