With the new laws on throw ins, not sure if deliberate ploy or not, but I noticed that Collins was being a nuisance with the Tottenham players forcing Michael Oliver to stop the restart a few times to "have a word", cut it out etc....
This meant that Kayode had "extra" time to prepare for his long throw.

Did IFAB think this part in to their calculations?
I personally think its both clever tactically, but also US. Not quite caution level USB but almost on par of circumventing the laws///

Webb has said they'll be less warnings and delays to warn about holding.
There's always plenty of mucking about at these situations so not sure whether it's new.

In futsal the count would restart from where it stopped.
 
They are never going to completely stop holding, pushing and jostling at set pieces. It isn't new, I haven't played 11-a-side for the best part of 20 years and it happened in every game back then (I know because at just 5'9 I was the best header of the ball in the team so had to pick up people 5+ inches taller than me and often tried to stop them jumping by holding their shirt 😂)

What they are trying to stop is the complete free for all we've seen creeping in for a few years, especially when they aren't even looking at the ball.
 
If its a long throw in, I thought there was no countdown?

I'm personally no real fan of these countdowns, just give refs extra work to do on top of what is already a hectic tough job in the first place. If a team is time wasting on a throw in, add it on and/or caution the player who is wasting time.
