Very rare that two players foul each other at exactly the same time. But this is one of them.
Haven't seen the game and can't tell were this was. I'd stop the game and give them both a good talking to and restart with a dropped ball.
Technically if this was in a PA or close to it, you'd restart with a free kick or pen to attacking team.

My opinion is as follows

"High foot" isn't an offence, but is sometimes penalised under "dangerous play". For me, there's nothing innately more dangerous about that than there would be about a classic "50/50" ball on the ground, so play on.
